CHISINAU, March 04, 2011 - The delegation of Republic of Moldova constitutional bodies left the Joint Control Board (JCB) meeting as of March 3, 2011, as a sign of protest. The members of our delegation did their best to settle problems recorded after the incident held March 2 in Corjova village, but everything was in vain.
The illegal arrest of the mayor of Corjova village, Dubasari, Valeriu Mitul and the local advisor, Iurie Cotofan, after the divine service to remember Dniester War victims, was the main issue put to discussion during the meeting. According to JCB members on behalf of constitutional bodies, the representatives of Transnistrian force structures carried out a lot of illegal actions, thus violating citizens’ rights and freedoms. Moreover, they desecrated Republic of Moldova state symbols such as: Republic of Moldova flag, co-participant at the peacekeeping process. Other delegations and participants of JCB did not interfere to release the local public administration representatives. This fact puzzles the public and parties engaged, and speaks about the inefficiency of the peacekeeping operation. The delegation of Republic of Moldova constitutional bodies cannot accept other structures but Peacekeeping Forces to control over the Security Zone.
Ion Solonenco, JCB deputy chairperson on behalf of Republic of Moldova constitutional bodies, specified this political “show” of Tiraspol governing system regarding the arrest of local clerks is the first incident of this kind. The tragedy is they were arrested during a divine service to commemorate victims of Dniester War. The attempt of the Transnistrian delegation to make this event political reveals the intention of Tiraspol to intimidate Republic of Moldova constitutional bodies.
The incident has a special connotation if to take into consideration the fact Transnistrian delegation read during the meeting the demand by means of which they tried to accuse Republic of Moldova of “mass disorders” in the Security Zone. The members of our delegation believe that, in this way, they tried to make the situation seem different and that they were right. Moreover, they tried to make Transnistrian law court keep the mayor and the local clerk under seven-day arrest for “mass disorders” in compliance with Transnistrian legislation and with the agreement of guarantee parties in term of Transnistrian conflict settlement. Making illegal law courts follow their decisions causes the issue of abusive sentences and conviction of innocent citizens inconvenient for Tiraspol governing system, like, for example, Cazac’s and Vardanean’s cases.
The failure of mediators and guarantee parties to settle serious problems in the Security Zone is a sign of indirect support of the non-constitutional system that tries to conquer new territories day by day. Thus, through these actions, the situation in the Security Zone will be controlled by Tiraspol force structures. The members of Republic of Moldova delegation stated they would like the Security zone system to obey the international humanitarian laws and each actor to contribute to the efficiency of the peacekeeping mission.
Before leaving the meeting, the members of our delegation handed over a demand to the other JCB members expressing their concern about the situation in the region. They also asked for the immediate release of arrested citizens. Moreover, they asked those who had desecrated Republic of Moldova state symbols to apologize. Делегации Республики Молдова в ОКК в связи с инцидентом в н.п. Коржова Дубэсарского района, на Центральном участке Зоны Безопасности
Делегация Республики Молдова в ОКК выражает серьёзную озабоченность в связи с событиями, имевшими место 2 марта 2011 года на Центральном участке Зоны Безопасности, в н.п. Коржова Дубэсарского района, способными спровоцировать серьезное осложнение обстановки в зоне ответственности СМС.
Представители силовых структур Приднестровского региона РМ допустили ряд грубых нарушений прав и свобод граждан, а также оскорбительные действия в отношении государственной символики – флага Республики Молдова, одной из сторон миротворческой операции. В ходе заранее спланированной акции, без согласования с военным комендантом Центрального участка Зоны Безопасности, ОВК и ОКК, силовые структуры Приднестровского региона, применив силовое воздействие, задержали примара н.п.Коржова, Валерия Мицула и советника примэрии, Юрия Коцофан. Указанные должностные лица были незаконно арестованы, доставлены в региональные неконституционные судебные учреждения, где их по вымышленному обвинению в «оказании сопротивления представителям органов правопорядка», приговорили к семи суткам лишения свободы.
Верхом цинизма является факт проведения провокационных действий и незаконный арест представителей местной администрации в День поминовения погибших в вооруженном конфликте 1991–1992 г.г., после состоявшейся поминальной службы, на пороге церкви н.п. Коржова, Дубэсарского р-на.
Вызывает недоумение, что ни одна из структурных составляющих миротворческой операции не отреагировала своевременно на творимое беззаконие в Зоне Безопасности. Выезд военных наблюдателей был заблокирован приднестровской стороной более чем на 4 часа, а военный комендант ЦУ ЗБ приступил к исполнению своих обязанностей только после непосредственного обращения Сопредседателя ОКК от РМ к руководству делегации Российской Федерации. Но и это крайне запоздалое и ограниченное подключение структур миротворческой операции не дало определённых результатов: задержанные представители администрации н.п. Коржова, В.Мицул и Ю.Коцофан, не были освобождены, а наблюдатели и военный комендант ЦУ ЗБ не смогли получить полную, достоверную и объективную информацию об инциденте.
Делегация РМ в ОКК полагает, что дальнейшее осуществление миротворческой операции в Приднестровском регионе РМ непосредственно зависит от того, сумеют ли ОКК и ОВК настоять на строгом и безусловном выполнении её участниками требований документов, регламентирующих проведение операции.
В целях восстановления стабильности на Центральном участке Зоны Безопасности, а также обеспечения свобод и прав граждан, делегация РМ в ОКК предлагает участникам миротворческой операции предпринять все необходимые меры для незамедлительного освобождения В.Мицула и Ю.Коцофан.
Также требуем от должностных лиц Приднестровского региона РМ, спровоцировавших и принимавших участие в данном инциденте, принести извинения за оскорбления, нанесенные государственной символике Республики Молдова.
