The Program “Professional Army” Submitted for Public ConsultationCHISINAU, April 19, 2018 — The Ministry of Defense is submitting for public consultation the draft of the Program “Professional Army The Program’s objective is to identify the areas of the National Army that are to be developed and to assign their priority depending on allocated resources. While developing the Program, the authors took into consideration the threats to our country’s security, the allocated budget and additional available resources. The implementation will take place in stages during The Program is part of the Moldovan Government’s efforts aiming to build, develop, and transform the National Army into an attractive employer for both civilians and military. This Program will support the strategic planning process established in the National Defense Strategy and Military Strategy. The Program for the professionalization of the National Army includes the substitution of conscripts with service members, as well as important transformations related to the organization, provision with modern equipment, weapons, and combat vehicles, training, and the defense institution’s activity. The professionalization also has the objective to strengthen the relations and communication between the army and the society — political class, civil society, state institutions — by increasing its involvement and presence in various public life areas. The Program focuses on two aspects of major importance for the National Army. The first aspect highlights the importance and role of the military (individual) within the national defense system. The second important aspect of the Program concerns the structural reformation of the National Army. This reform, planned in the medium and long-term, will be gradually implemented and aims to create an efficient, durable, and multilateral institution. The financial requirements for the Program’s implementation will be ensured by the state budget, including through joint development programs and projects with external partners.
