"Professional Army" Program Approved by the Executive



The mandatory military service will be replaced with the contract-based service and the National Army will become professional, well-equipped and able to fulfill its missions more efficiently. Today, the Government approved the Program “Professional Army 2018 — 2021” that aims to prioritize the defense sector’s development areas.

The document establishes the main objectives, the stages of army’s professionalization and the procedures for monitoring the planned measures’ implementation. The National Army’s transformation process will focus on two aspects of major importance — enhancing the human resources’ quality and restructuring the army in order to transform it into an attractive employer for both military and civilians.

The transition to the contract-based military service will be carried out in stages during 2018 — 2021. Thus, the number of enlisted young people will gradually decrease until the complete elimination of the mandatory military service. At the same time, the program provides the fulfillment of vacancies in the units by contracting military, providing new equipment, modernizing the military infrastructure through renovation and building of administrative facilities, barracks and sports complexes. Also, in order to increase motivation, the military remuneration system will be revised and the social package will be improved.

Additionally, the army’s professionalization will contribute to intensifying cooperation with the armed forces of other states and increasing Moldova’s contribution to international peacekeeping missions.

The Program “Professional Army 2018 — 2021” will serve as the main mechanism for implementing the initial phase of the defense reform that is included in the National Defense Strategy and the Military Strategy. The program’s implementation costs will be covered by the State budget and funds offered by development partners.
