The Objectives in the Area of Defense and Security of the Government Action Plan for 2019-2020 to the Attention of Civil Society



CHISINAU, August 8, 2019 — The chapter on “National Security and Defense” included in the draft Government Action Plan for 2019-2020 was discussed today within public consultations organized at the Center of Military History and Culture.

The event was attended by State Secretary of the Ministry of Defense, Aurel Fondos, Prime-Minister's Advisor on security and defense, Victoria Rosa, service members of the Ministry of Defense and General Staff, military attaches, and representatives of non-governmental organizations, among which the Information and Documentation Centre on NATO (IDC on NATO), Institute for Development and Social Initiatives (IDIS Viitorul), and Promo-LEX Association.

According to State Secretary Aurel Fondos the public consultations related to the defense and security sector are important and necessary in order to ensure transparency in the decision-making process. “The chapter on the national security and defense includes the short-term priorities aiming at developing the national defense capabilities, increasing the quality of life and enhancing working conditions for military personnel, and promoting the sector’s external policy,” mentioned Aurel Fondos during the session.

“I appreciate the interest of the civil society and the sector’s experts in the Government Action Plan for 2019-2020 and especially in the objectives of the defense and security sector. Your opinions are very important for us, because only through debates and consultations we are able to improve the document and to adjust it to the current rigors of our country’s defense and security sector,” said the State Secretary.

The main objectives of the defense sector included in the Government Action Plan for 2019-2020 comprise increasing the quality of medical services for National Army staff, their families, and reserve military; enhancing social protection for contract-based service members and increasing the attractiveness of the military service; establishing and developing mechanisms for providing veridical information to the civil society and public; adjusting and improving the normative framework regarding the way of fulfilling the military service; managing the military personnel; the statute of the military; and the training of citizens for defending the Motherland.

The Government Action Plan for 2019-2020 is elaborated based on the priorities of the Government’s Activity Program and the provisions of the Moldova-EU Association Agreement, as well as the provisions of the Memorandum with the IMF/WB, which aim to guide the activity of the entire government.
