A new meeting of the National Council for the problems of war veterans at the Ministry of Defense



CHISINAU, June 5, 2020 - The members of the National Council for the problems of war veterans met at the headquarters of the Ministry of Defense in a new meeting to review the main measures taken by the forum in the field of protection of veterans and those to be implemented.

On the agenda of the meeting were topics regarding the actions taken by the Republican Experimental Center for Prosthetics, Orthopedics and Rehabilitation following the Council decision of February 28, the measures to strengthen the social protection of war veterans during 2016 -2020 and the prospects for its improvement, as well as the implementation of Government Decision no. 182/2018 on the IDs of war veterans and the actions taken in this regard.

The most important achievements in the field presented during the meeting were the appointment of the Clinical Hospital of the Ministry of Health, Labor and Social Protection responsible for the treatment of war veterans, the establishment of a nominal allowance of 500 lei to his wife / husband or mother / father unconditionally people decorated post mortem with order of the Republic and Stefan cel Mare, doubling the nominal allowances for persons with special merits from the state (persons decorated with medals - 50 lei; persons decorated with orders - 100 lei), increasing the pension for persons with disabilities among the military and volunteers (3,500 lei - group I, 2,500 lei - group II, 1,500 lei - group III), granting the accompanying ticket to war invalids who need sanatorium treatment once a year, granting the right to war invalids with locomotor disabilities to import a car without payment of customs duties once every 5 years, granting the right to free privatization of apartments for war veterans and internally displaced persons, payment of single allowances for the construction or purchase of living space of over 20 million lei for over 400 veterans, increase of the monthly allowance from 100 lei to 300 lei for war veterans, and restoration of veterans` rights war on sanatorium tickets once every 3 years.

The Minister of Defense Alexandru Pinzari mentioned, at the beginning of the discussions, about the importance of organizing the meeting in the context of the transparent examination of the results of the Council`s activity in the field. "Our goal is to see how our decisions are executed, how to ensure the protection of veterans and to examine and identify solutions to improve it. The meeting is an open one, with the participation of war veterans, members of the Council working groups. Our wish is for the veterans to attend the debates on the issues, for you to see that the ministries know them, study them, look for solutions, and we will ensure their control with you", said Alexandru Pinzari.

The Minister of Defense also referred in his message to the actions taken by the defense institution in the field of veteran`s protection, especially during the pandemic. "To help war veterans in need, we have opened a 24-hour "Veteran" hotline for the first time. As of March 13, we received 192 calls. We solved the problems of 182 veterans: food aid, medical aid, transportation to the hospital, trolley insurance and others. At the same time, 10 calls were redirected to the relevant institutions and are being monitored. I also want to mention that a group of veterans applied to register as volunteers to fight the pandemic", said Alexandru Pinzari.

During the meeting, the members of the forum found that cannot and will not be privatized, and some discussions about it are false. The Republican Experimental Center of Prosthesis, Orthopedics and Rehabilitation is and will be for war veterans, and with the support of the Government, it will be developed by improving the conditions for the rehabilitation of veterans.

The Forum decided to develop and approve a Regulation on the organization of records, registration, medical consultations and rehabilitation services for war veterans within the center, planning the financial resources needed to fully cover the costs of rehabilitation and repair of the new CREPOR block.

At the same time, the Council supported the establishment of the Office of the Chancellor for Veterans Affairs in the State Chancellery, the establishment of Thanksgiving as an official day, the creation of the War Veterans Ethics and Moral Conduct Group before the Council. The forum also examined the possibilities, starting with January 1, 2021, to increase the monthly state allowance by 200 lei for the families of the fallen, increase the monthly state allowance for war invalids by 200 lei, increase the monthly state allowance for all veterans with 200 lei, so that this allowance starting with 2021 will be 500 lei by amending law no. 121/2001, the unconditional assurance of the rights to social protection of war widows, by excluding the term "unfit for work" and "not remarried" from the law 190/2003 on veterans, ensuring the right to free medical policy for veterans of war, not employed since 1 July 2020. At the same time, it was decided that the Members of the National Council for War Veterans and the line ministries pay continuous attention to solving the issues of improving the social protection of war veterans by ensuring and guiding the principle of priority - perpetuating the memory of the fallen. To the fallen, war widows, war invalids, veterans` health, veterans` allowances and compensation.

The National Council for War Veterans Affairs, established by Government decision on January 15, aims to coordinate state policies, programs, plans and actions for the social protection of war veterans, as well as to ensure for this category of war veterans. Population equal opportunities for the realization of constitutional rights and freedoms.

The first meeting of the Council took place this January.
