Achievements and perspectives of the Republic of Moldova in the implementation of the DCBI package, discussed at the Ministry of Defense



CHISINAU, April 2, 2021 - The state of implementation and the current issues of the Assistance Package within the second phase of the Defense Capacity Development Initiative (DCBI) were discussed today at the Ministry of Defense, during a meeting with external partners involved in the process of developing the military institution.

The event, which took place both online and in physical presence, was attended by the President of the Republic of Moldova, Supreme Commander of the Armed Forces, Maia Sandu, the diplomatic corps accredited for our country based in Chisinau and abroad, the Minister of Defense in office Victor Gaiciuc, the secretaries of state of the defense institution, the commander of the National Army, brigadier general Igor Gorgan, as well as soldiers from the command corps of the Ministry of Defense and the National Army.

Acting Minister of Defense Victor Gaiciuc thanked the development partners for their support in implementing the projects and initiatives of the Assistance Package, as well as in the fight against the Covid-19 pandemic. "I express my gratitude to the member states, partners and international staff of the North Atlantic Alliance for their contribution and support to the implementation of the DCB package for the Republic of Moldova. The Ministry of Defense, assisted by international experts, will continue to work closely to ensure the successful implementation of the reform and transformation of the defense institution" said Minister Gaiciuc.

In his turn, President Maia Sandu stated: "I encourage the leadership of the Ministry of Defense and the National Army to make the most of the opportunities offered by this project".

I will support the Ministry of Defense in its efforts to increase the budget for the modernization of the army, salary increases, at the same time, I want to see significant improvements in the use of public money, in line with strategic objectives, and a focused human resource management on cultivating the loyalty of the military to the country, not to one leader or another. Human resources are the main value of the defense system and it is the duty of the management to provide all the necessary support to encourage and maintain the staff trained in the system.

The meeting presented the main achievements and issues in the context of DCBI projects and the National Army Long-Term Development Plan 2020-2030, such as reviewing, amending or developing the legislative and normative framework at the strategic level on national defense planning, elaboration of strategic documents, inauguration of the Cyber Incident Response Center, implementation of the military medicine development project, human resources management, improvement of military education (DEEP), but also professional training and staff training in accordance with international standards.

At the same time, the agenda included the priority areas, form and content of the following activities on which the defense institution will focus its attention to achieve the objective of reform and transformation, including the development of the military education system, human resources management, professional development of civilian personnel, standardization training and logistics and others.
