The Parliament adopted the National Security Strategy of the Republic of Moldova



Chisinau, December 15, 2023 — The draft decision for the approval of the National Security Strategy of the Republic of Moldova was adopted with the vote of 59 deputies.

The national security STRATEGY of the Republic of Moldova is the legislative initiative of the President of the country, Maia Sandu. According to the informative note of the document, the adoption of the Strategy is necessary in the current geopolitical context, which is characterized by instability and unpredictability. In this context, the new Strategy aims to increase the state’s capacity to prevent and counter the materialization of risks to national security, as well as to ensure the process of European integration and cooperation with partner states.

At the same time, the document highlights that, currently, the war of the Russian Federation in Ukraine has serious implications on the national security of the Republic of Moldova, including in the economic, financial, energy and public order fields. In this context, an updated security strategy is needed.

The document focuses on several conceptual aspects. It contains the six-year strategic vision, clearly defines security objectives and principles. At the same time, the strategy establishes the methods and directions of action in the fields of security, as well as refers to the implementation of tools for monitoring and evaluating the national security strategy.

Among the security objectives included in the document are the consolidation, development and modernization of the national defense system to guarantee the sovereignty and integrity of the country; increasing national resilience to hybrid threats and strengthening security culture; strengthening institutions and strengthening mechanisms to fight corruption; expanding strategic partnerships with the EU, Romania, USA, NATO and international collaboration for security and stability, etc.

The national security strategy of the Republic of Moldova will be adopted for a period of six years. The document will be the basis for the elaboration, completion and modification of laws and other normative acts in the field of national security and defense. The Supreme Security Council will monitor and coordinate the unitary application of the strategy.

It should be noted that the last national security strategy of the Republic of Moldova was adopted in 2011. Later, in 2016, a new project was developed, but it was not adopted by the Parliament.
